ive already did the "sfc \scannow " in an elevated command prompt. it didt work. it wouldnt even start the scan. is there any way that i can download an update that will replace it/ fix the problem onto a flash drive? i need a real technical answer.
because ive already looked at all the other ways that talk about fixing it in the forums, and none of those worked.

Hi,
Are you opened the Command Prompt As Administrator Account ?
if not try this :
Right Click on CMD --> Run As Administrator --> sfc /scannow
if doesn't work , i Uploaded the msdt.exe for you Download it and Replace in C:\Windows\system32
